Our Story
Jennifer Martin and Don Duncan have been cannabis activists since 1994 and cannabis industry participants since 1998. They moved to California from Texas in 1994 and joined the Cannabis Action Network in Berkeley, CA. In 1996, they spent a year in Amsterdam learning the commercial cannabis trade. By 1998, back in California, Jennifer became a commercial grower and Don became a dispensary operator. While Don was a founding owner of Berkeley Patients Group, Jennifer was supplying clones and flower to the dispensary, as well as to Harborside Health Center and other Bay Area medical cannabis collectives.
Jennifer continued in commercial cultivation until 2012 when she moved to Hawaii and became a consultant. By this time, she had earned her Master’s Degree in Philosophy and developed professional writing skills. She began studying cannabis regulations in 2014 when New York legalized commercial medical cannabis, and she has studied the regulations in each state as they have been published and developed. She has designed many commercial cultivation facilities, written standard operating procedures, and has supported the acquisition of licenses in California, Mississippi, Illinois, New Jersey, Michigan, and several other states, as well as providing compliance documentation to cannabis entrepreneurs all over the world, where cannabis has become legal.
Don operated the Berkeley Patients Group until 2004 when he moved to Los Angeles to operate the Los Angeles Patients Group. He sold that business in 2008 and became a compliance manager for several California cannabis companies. He has overseen the compliance requirements for dozens of cannabis companies and has developed an encyclopedic knowledge of cannabis regulations across multiple states. Able to understand the minutiae of policy differences for various license types and how those policies translate into the daily on-the-ground reality of operations, Don’s dispensary expertise, from both an operational and compliance standpoint, is second to none.
Jennifer & Don have been writing cannabis compliance documents together since 2016, when California began licensing legal enterprises. Due to continuing demand, their work has continued and grown each year, with more state-specific document sets being created each year.

Don co-founded the Berkeley Patients Group in 2000, establishing one of California’s first locally-licensed cannabis businesses. In 2004, he helped cement the place of medical cannabis in Los Angeles by establishing the pioneering Los Angeles Patients and Caregivers Group in West Hollywood. Don has helped to open and operate cannabis retailers all over the state as an entrepreneur and a consultant. He is an expert in operations, licensing, and compliance. Don has a near-encyclopedic knowledge of cannabis regulations across multiple states. Don’s dispensary expertise is second to none. He can easily understand the minutiae of policy differences for various license types and how those policies translate into the on-the-ground reality of daily operations.
